**Summary/General Description of Job:**
The incumbent coordinates maintenance, repair functions and safe operations of all the engineering needs for watercrafts assigned to Mission Operations for the Reagan Test Site (RTS) on the U.S. Army Garrison, Kwajalein Atoll (USGKA).
**Essential Duties & Job Functions:**
* Coordinates repair and maintenance functions furnished operating fleet to minimize loss of revenue and cost of repairs.
* Reviews repair request and compares request with previous work accomplished on watercrafts concerned and similar vessels to determine that expenditures are economically sound.
* Create PR's/WO's, review and close outstanding maintenance jobs, review/approve requisitions and review vessel reports. Work with buyer to assist in the purchasing of supplies.
* Prepares recommendations for work, and initiates procurement of materials. Inspects machinery, equipment, or spaces outlined in work request, draws up job specifications, and obtains bids from contractors or shipyards to perform repairs.
* Investigates machinery casualties to determine cause, and advises ship's officers in methods of operation to prevent recurrence of casualty or malfunctions.
* Maintains records of engineering costs for each vessel, such as repairs, supplies, and personnel.
* Develop maintenance and repair cost analysis sheets and monitor the budget.
* Prepares plans, estimates, and production schedules, and contract specifications, including any special provisions.
* Manages electrical, hull, and mechanical shops' personnel to execute intermediate level maintenance, and repairs in support of operational commitments.
* Prepares, or directs the preparation of, product or system layouts and detailed drawings and schematics.
* Conducts analytical, environmental, operational or performance studies to develop designs for products, such as marine engines, equipment, and structures.
* Designs and oversees testing, installation, and repair of marine apparatus and equipment.
* Monitor and coordinate vessel certification inspections with external and internal customers. Regularly attend vessels during times of out of service or dry-docking.
* Investigates and observes tests on machinery and equipment for compliance with standards.
* Coordinates activities with regulatory bodies to ensure repairs and alterations meet OSHA and U.S. Coast Guard guidelines.
* Work with warehouse personnel requesting fleet spare equipment be dispatched to support the upkeep of the vessels.
* Performs as Chief Engineer on vessels on emergency basis.
* Performs other duties as assigned.
**Accountable For:**
* Ability to establish and maintain effective working relationships.
* Ability to prioritize, organize and perform multiple work assignments simultaneously.
* Ability to evaluate process effectiveness and develop change or alternatives.
* Ability to effectively manage projects that may vary in nature and scope.
* Ability to prepare, monitor and administer budgets, as well as perform financial analysis. Ability to indirectly mentor, coach, train and/or supervise employees.
* Knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models.
* Ensuring the engineering procedures and policies are periodically reviewed, modified and implemented.
* Knowledge of circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming.
**Mandatory**
* High School diploma or equivalent.
* Three (3) years' documented sailing experience on a U.S. Coast Guard limited license.
* Eight (8) years' in commercial port engineering.
* Five (5) years' of seagoing experience as a Chief Engineer or First Assistant Engineer on a U.S. Coast Guard engineering license, steam or motor, any horsepower may be substituted for the eight (8) years' in commercial port engineering.
* Proficient in Microsoft Office products, including Excel, Outlook and Word. Knowledgeable of enterprise asset management systems software, computer technology and processes preferred.
* Possess valid driver's license with acceptable driving record.
* Required to obtain a U.S. DoD Interim Secret Security Clearance prior to deployment.
* Required to pass a Federal Background Investigation to obtain a Common Access Card (CAC).
* Possess a current U.S. Passport
* Ability to pass a pre-employment background check and post offer drug screen and physical/ medical clearance.
**Preferred**
* Bachelor's degree in Engineering.
* Project Management Certificate
* U.S. Coast Guard or U.S. Army 1600T Chief Engineer's license with all applicable STCW endorsements for international waters strongly desired. And/or Maritime graduate.
* Possess a current, active, Security Clearance.
This is an accompanied position. Housing provided for employee & family only. Must be able to relocate to Kwajalein, Republic of the Marshall Islands. Contract position through 31 December 2018.
