Title IX Coordinator and Director of Equity Investigations
Reporting to the Vice President for Student Development, the Title IX Coordinator and Director of Equity Investigations will have primary responsibility to monitor, supervise, and oversee Wheaton's compliance with Title IX of the Civil Rights Act of 1964, as amended, as well as the College's Discrimination, Harassment, and Sexual Misconduct Policy and Complaint Resolution Procedures. Such efforts will include coordination of training, education, communications, and administration of complaint procedures. The Title IX Coordinator/Discrimination Complaint Officer will also be responsible to conduct prompt, equitable, and impartial investigations for matters in which the case proceeds to formal investigation.
**Duties**
1. Oversee and regularly report on Wheaton's compliance with Title IX and the College's Discrimination, Harassment, and Sexual Misconduct Policy to the Director of Legal Affairs.
2. Assist the Dean for Student Care & Graduate Student Life and Director of Human Resources in coordinating mandatory annual training for students, faculty, and staff.
3. Provide and coordinate training for personnel involved in administering the Discrimination, Harassment, and Sexual Misconduct Policy, including Deputy Title IX Coordinators, Adjudicators, Appellate Officers, and Confidential Advisors.
4. Work collaboratively with Human Resources and Student Care to facilitate interim measures and, where agreed by the parties, informal resolution.
5. Conduct prompt, equitable, and impartial investigations that consider the well-being of each person for matters in which the case proceeds to formal investigation.
6. Communicate in a timely manner to all parties, including regular correspondence to parties regarding investigation status.
7. Gather relevant documents and keep accurate, detailed up-to-date of records of complaints.
8. Develop and maintain website and communication materials, and offer regular training to faculty, staff, and students to enhance awareness and promote prevention and bystander intervention.
9. Collaborate closely with the Dean of Student Care & Graduate Student Life, the Director of Human Resources, the Director of Legal Affairs, and Public Safety to assess risk and ensure compliance and accurate data collection.
10. Chair the College's Sexual Violence Prevention Council and monthly meetings for Title IX Adjudicators and Appellate Officers.
11. Attend regional sexual violence task force(s) on behalf of the College.
12. Collect and report data on sexual misconduct reports to Public Safety and Illinois agencies as required by the Clery Act and the Illinois Preventing Sexual Violence in Higher Education Act, respectively.
**Qualifications**
* Advanced degree in a related field (e.g., human resources, higher education administration) required; Juris Doctor from an ABA-accredited law school preferred.
* Two to three years of progressively responsible experience in areas such as complaint resolution, student judicial affairs, or human resources management.
* Five or more years of demonstrated experience conducting investigations involving discrimination, harassment, or sexual misconduct, or providing legal advice on such matters to higher education clients, is preferred.
* Knowledge of federal and state laws related to unlawful discrimination and harassment, Section 504, Title IX, Clery Act, Violence Against Women Act, Title VII and related state laws pertaining to discrimination, harassment, and sexual misconduct.
* Skilled in applying biblical principles to reconciliation.
* Professional presence with strong interpersonal and communication skills.
* Knowledge of investigation techniques, an ability to assemble and analyze evidence, and strong writing, and editing abilities.
* Detail oriented, well organized, and able to manage multiple tasks in a fast-paced environment.
* Strong decision-making ability and judgment.
* Able to maintain confidentiality.
* Excellent computer skills and ability to quickly learn and effectively use new technology.
